What is a Short Term Rental?

A Short Term Rental, also known as a vacation rental, is the rental of a legally-permitted dwelling unit for periods of less than 30 consecutive days. A Short-Term Rental Permit is required prior to advertising and renting your property.

Who needs to apply for a Short Term Rental Permit?

Any owner renting a property for a period of thirty (30) days or less is required to apply for a Short Term Rental Permit. It is the owner(s)' responsibility to know and comply with all ordinances, resolutions and regulations that apply to short term rentals within the Village of Ruidoso.

What if I do not obtain a Short Term Rental Permit?

Renting or advertising your home for rent on a short term basis without a permit is in violation of the Village of Ruidoso's ordinances and subject to penalties as provided for in Ordinance 54-106 which governs Civil Infractions and provides for penalties and enforcement.

What is the Lodger's Tax?

This is a 5% tax on your gross short-term rents not already remitted by an intermediary. Hotels also pay this tax. This rent includes all consideration received for occupancy including all non-optional fees (other than taxes) such as booking/reservation fees; cleaning fees; pet charges; fees for extra vehicles, people or beds; etc.

When is Lodger's Tax due?

All payments are due by the 25th of each month, there are no grace periods. Any payment made after the due date shall be subject to interest and penalties. Reminder, if you have no revenue to report, you will still need to log on to submit a 0 report.

How is penalty and interest calculated on late payments?

PENALTIES: Either 10% of the Gross Taxable Rent reported or $100, whichever is greater.

INTEREST: 1% per month on the total amount due including the penalty amount.

Do I also need to obtain a business license?

Each short term rental needs their own business registration which is paid for annually.

What is the cost of an STR Permit?

The initial amount is $150 ($50 for the STR permit, $40 for the compliance inspection, $35 for the business registration, and $25 for the mailing notifications). Annually the permit and business registration must be renewed ($85). Compliance inspections are required every other year, which will come out to $125 on these years.

Does my Short Term Rental permit apply to multiple properties?

No. Each property must have its own Short Term Rental permit and its own business registration. However, if an owner has multiple properties, and they all get GRT reported under 1 CRS number they only need 1 business registration not one per property.

Do I have to display my permit?

Yes. This is one of the items checked during compliance inspections, the permit must be mounted near the main entrance.

Is the Village working with Airbnb?

Yes, we currently have an agreement with Airbnb to collect and remit all Lodger's Taxes from listings on their site.

Is the Village working with Vrbo?

Yes, we currently have an agreement with VRBO to collect and remit all Lodger's Taxes from listings on their site.

Do I have to file a Zero ($0) File tax return through GovOS

Yes. To file a zero file tax form, select your tax form from your Action Center. Then, complete the required information on the remittance, including Gross Rents and any deductions. You will be prompted to confirm your desire to complete the return as a Zero File return. Filling a zero return will certify that the owner has not rented on any other platform that is not in agreement with the Village to remit on their behalf.

What is the Village looking for during a compliance inspection?

·         A fire extinguisher mounted no higher than 48” by each door to the outside, with at least one per floor and at least two per unit if greater than 1,000 square feet.

·         Working smoke alarms in every sleeping room/area.

·         Every sleeping room and living area with access to a primary means of escape with a clear, unobstructed path of travel to the outside.

·         Fire pits or gas tables require a fire permit provided by the local fire department. Otherwise it must be removed from the property.

·         Hot tubs must have a lid with the ability to lock when not in use and an emergency shut off in the vicinity.

·         Current STR permit mounted near the main entrance or in a common area of the rental.

Can I pay by credit card?

Yes! There may be a credit card convenience fee if paying by credit card.

Can I pay by e-check (ACH Debit)?

Yes! You can select your payment method during checkout.

What types of assistance can GovOS provide to me?

Where are my tax forms? My Action Center is empty. 

Your tax forms will be available on the 1st day of the month following the last day of the tax period. For example, the Quarter 1 (January-March) tax forms will be available in your Action Center on April 1. If you do not see the forms you expected, simply contact GovOS support for assistance.

Can I manage multiple properties with one login?

Yes - to do so, click Add accounts from your user login under Manage Your Account(s). You will need your 6 digit Account Number and the  Activation Code to connect to an existing property record.

Can a property have more than one user?

Yes, each property can have an unlimited number of users. Each user is required to provide the 6 digit Account Number and the Activation code to be authorized to connect to an existing property record. 

I did not receive or I misplaced the letter with my activation code. What do I do?

Contact GovOS  blt.str.support@govos.com or by phone at (888) 751-1911 for assistance. You will need to confirm account details to be verified for the account. To protect the security on property accounts, you will need written (e-mail) permission from a registered owner or officer of the property for us to provide you with a new activation code. 

How do I handle an amended return or closing my account?

Amendment:

Amended return requests are completed by the Village of Ruidoso. Please email ChrysantiAlvarez@ruidoso-nm.gov letting the Village know you need to file an amended return. In the email please include:

  • Six-digit account number and owner name
  • Period you need to amend (i.e. June 2021 form due July 20)
  • If you overpaid or underpaid your original form
  • Brief explanation as to why the form needs to be amended

Closure:

To close your account, please email the Village of Ruidoso at ChrysantiAlvarez@ruidoso-nm.gov. Please include the closure date (i.e. date of sale) and the reason you are closing the account (i.e. no longer short-term renting).


Can I schedule a payment in GovOS?

For your security, GovOS does not store any payment information in the system. You will need to enter your desired payment information each time you check out. 

How do I change the User on a Property?

All users need to register, just as you did, by going to the home page for that jurisdiction (i.e. https://ruidoso-nm.munirevs.com). They will click on the "New user? Register here!" button under "Log In". They will also need the 6 digit account number and Activation Code for the property.

I forgot my password. What do I do? 

From the Log In page, click the “Forgot your password” link and follow the instructions that will be e-mailed to the User's registered e-mail address.

Do I have to login to GovOS to see my alerts and reminders?

No. All alerts are e-mailed to your authenticated e-mail address. When you login to the system, you will also see any open alerts that need to be addressed in your Action Center.

Where are my tax forms? My Action Center is empty.
